2015 Union County Middle School Baseball Rules

Play by Babe Ruth rules and will use the Babe Ruth National Rule Book.

Age Restrictions: Player can not be 15 on or before Oct 16th of that current school year. If a player is 15 before Oct 16, 2015, they are in-eligible to play.

New Rule Additions for 2015:

“31” Rule or fake to third and go back to first with runners on 3rd and 1st

As Covered in our Babe Ruth Rulebook this “31” move is a BALK!  High School does still allow this but MLB, Babe Ruth, and NCAA does not.  It is covered by the rulebook and will be enforced as a balk and has been reiterated to the umpires.

Courtesy Runners:

Babe Ruth Rules do not allow for ANY Courtesy Runners for Pitcher or Catcher.  However there has been some confusion over the past few years so I felt like it is important to list this in our local league rules.  We do have a Union County Middle School /Babe Ruth Local League Rule that allows a Courtesy Runner for the CATCHER ONLY (No Pitchers) with 2 outs ONLY and it is Optional.  It is used to Speed up the game but you do not have to use it if you do not want to.  There will be no runner for the pitcher in any circumstance and the catcher only with 2 outs.  This runner has to be a sub not in the game at that time or the last batted out.  High School rules are real loose on this but we do not that rule so we will use our local league rule.

Bats:  No weight limit; can use big barrel bats as specified in Babe Ruth rules.


The bat may not exceed 34” in length, and the bat barrel may not exceed 2-3/4” in diameter.  All aluminum/alloy barrel bats and all composite handle (only) aluminum/alloy barrels are allowed.  Only composite barrel bats certified and marked BBCOR .50 will be allowed.  Wood barrel bats conforming to the specifications of Official Baseball Rule 1.10 are allowed. 


If the illegal bat is discovered prior to a batter completing his “at bat” the bat is simply removed from play and the “at bat” continues.

A player who uses an illegal bat or non-conforming barrel dimension and hits a fair ball will be ruled out.  No advancement on the bases will be allowed, and any outs during the play shall stand.  This is an appeal play.  The “at bat” will be considered legal once a pitch is thrown to the next batter.

Any bat discovered prior to the game that does not conform to the above rule shall be directed to be removed immediately and not be allowed for use during the game.

Pitching:  Each pitcher is limited to 7 innings per week Monday-Sunday (as specified in Babe Ruth rules).

If a player pitches 4 or more innings in one day, he must have 2 complete days of rest and cannot pitch until the 3rd day.  This does not reset when a week begins anew.  Example:  If Johnny pitches 4 or more innings on Saturday, he is not eligible to pitch again until Tuesday (Complete 48 HRs Rest) irregardless of the week starting over.  Keep this in mind as a lot of coaches do not know this.  If you are caught using an illegal pitcher by the opposing team, umpire, fan, etc. it is a forfeit!

Batting:   Team can play the EH (10th batter) and this person can be used in field at any time and does not have to report in to umpires.  One note to this rule:  If you start with 10 you must finish with 10 or it is a forfeit.  Cannot start with 10 and finish with 9.  This is covered by the Babe Ruth Rulebook.

Time Limit:  Varsity Games = 3 Hour Time Limit. Junior Varsity = 2-1/2” Hour Time limit.    Cannot start a new inning after 2Hrs. & 25 mins. For JV and 2Hrs. 55 mins. for Varsity.

Mercy Rule:  Twenty (20) runs after 3 innings, fifteen (15) runs after 4 innings or ten

(10) Runs after 5 innings.

Baseballs:  Babe Ruth approved baseballs ONLY (Diamonds, DBR or DBR1, Rawlings, RBR or RBR1, etc.)  Home team must supply 3 new baseballs per Home game.

Rosters:   Each team must submit their Rosters to me  by March 1st.  If no roster is received by this day, the umpires will not show up until received.   These rosters will be posted to your team page on the new website.  We have had issues in years past with pulling players down from Varsity and pitching them.  Remember a 6th or 7th grader can play up only if he is on the JV Roster.  No Player can play for both teams or go back and forth.  An 8th grader can ONLY play Varsity Baseball.  If a player comes up from the JV team to play he cannot pitch or catch.  The rule is to prevent using the same pitchers over and over and to allow all rostered players to have equal opportunity to play for their respective teams.  Frank will be notified if your website fee, Umpire fee, Tournament fee, and rosters have not been turned in & posted.  If they are not you will not receive umpires or a schedule.

Additional JV RULES:

All rules above apply to JV teams in addition to these:

6th and 7th graders only.   No 8th grader may play on the JV team. A 6th or

7th grader can play on varsity.  No player can be double rostered.  No Varsity player can play down.  


There will be no limit to the number of call ups allowed per player, but if he plays in a Varsity game, he cannot pitch or catch.

JV Players can be added to Varsity roster for end of season tournament but

Cannot pitch or catch.

Reschedules:  Are To be done by HOME team on the NEXT AVAILBLE FIELD DAY DURING THAT CALENDER WEEK!   That includes, Wednesday, Sundays, etc…   Example:  If rained out on Tuesday, game should be played on Wednesday if conditions are ok.   Home team (unless playing at opposition’s field) is to determine conditions.  Head coach ONLY is to contact Dennis Baucom on reschedules and rainouts.  Also, please report no shows to umpire coordinator.  Teams that are using the high school field need to be in constant contact with the high school coach to make sure high school rainouts don’t conflict with middle school games. You cannot use this as an excuse to move your home game into the next week.  If not made up that week it is a forfeit by the home team.

Umpires:   (Varsity) Cost is $122.00 per home game.  Each team has 7 home games. Booking fee is $125.00 per team.  Check Writing Fee is $100.00.  The Tournament will be 8 team single elimination format (see schedule for details)! Gate fee will be $4 per adult $2 student, and $0 for kids 5 and under for tournament only.  Tournament cost will be $106.75 per team which equals $1185.75 per team.

Umpires(J.V.) Cost is $122.00 per home game.  Each team has 8 home games.  Booking fee is $100.00 per team. Check Writing Fee is $100.00.  The Tournament will be 8 team single elimination format with date and locations TBA!  Gate fee will be $4 per adult $2 student, and $0 for kids 5 and under for tournament only.  Tournament cost will be $106.75 per team which equals $1282.75 per team.

Website:     Website fee is $50 per school and checks should be sent to Dennis Baucom 2411 Nelda Drive Monroe, NC 28110 c/o  Please email any reschedules, pictures, information, etc. to so we can post to the website in a timely fashion.  We have incorporated our schedule into the Game changer scoring software. This software will show the game schedule that you have been sent.  You will be required to score your game results within 24 hours after game ends. Just click on, click on Middle School (right hand column), and the drop down will show you the schedule and how to score your game.   We will also give you a password for your team page so that you can add any information, pictures, etc that you may want.  Make it yours!
